Irish Water has said it will cost around €5m to process refunds to those who paid water charges.
Minister for Housing, Planning and Local Government Eoghan Murphy this afternoon said that water charges will be refunded after legislation is enacted this autumn.
In a statement following a lengthy Cabinet meeting today, Mr Murphy said that almost all of the 990,000 people who paid water charges will be refunded the full amount by the end of the year.
Customers will be refunded automatically by way of cheques, and only need to contact Irish Water if their details need to be updated.
Irish Water has said that additional staff will be required to deal with repayments.
The utility says it is putting in place a mechanism to process cheques and that it will communicate with those who are due refunds once legislation is passed and funding is provided by Government.
